TRAFFIC MANAGEMENT AND NETWORK ADMINISTRATION POLICY CODE
In accordance with the Agreement by which the Plenary of the Federal Telecommunications Institute (hereinafter “IFT”) issues the “Guidelines for traffic management and network administration to which concessionaires and authorized entities providing Internet access services must adhere” , published in the Official Gazette of the Federation on July 5, 2021 (hereinafter the “Guidelines”), the Traffic Management and Network Administration Policy Code of Ads Mobile Services, S. de RL de CV (hereinafter “Mexfon”) is issued, which will be available on the website https://www.phone-guy.mx/ .
GLOSSARY.
- Network administration policy: set of activities, methods, procedures and tools used by the Internet access service provider, for the operation and utilization of the resources and capabilities of its public telecommunications network;
- Traffic management policy: set of techniques used by the Internet access service provider for the handling, treatment and processing of traffic flow through its public telecommunications network;
- Internet Service Provider or ISP : those licensees and authorized entities that provide end users with Internet access service through a public telecommunications network, and
- Internet access service: a public telecommunications service that provides Internet connectivity to end users so that they can access the content, applications and services available on the Internet, through the exchange, uploading and downloading of traffic under the Internet communication protocol IP.
END USER RIGHTS.
Article 145 of the Federal Telecommunications and Broadcasting Law establishes that concessionaires and authorized entities providing internet access services must guarantee the following rights to end users:
- Free choice.
- Non-discrimination.
- Privacy.
- Traffic management.
- Quality.
- Sustained infrastructure development.
AIM.
The purpose of this document is to inform end users of the measures, actions and/or mechanisms that Mexfon applies to ensure the quality, capacity and speed of the Internet access service, as well as to preserve the integrity and security of the network.
POLICIES.
Mexfon provides internet access services to end users through the network of the concessionaire Altán Redes, SAPI de CV (hereinafter “Altán”), so this Code is based on the policies published by said concessionaire.
Data traffic over the coverage offered by Altán operates under a best effort scheme, since the network does not guarantee the quality of service (QoS) of the traffic, that is, it does not differentiate or prioritize the type of data traffic of clients to/from the Internet, except in cases of congestion.
- Free choice.
The Internet access service allows Mexfon end users to access any content, application or services on the Internet, without hindering, limiting, degrading, restricting or discriminating against access to them, in accordance with the terms, conditions and tariff structures contained in the reference offers approved to Altán by the Federal Telecommunications Institute.
- Non-discriminatory treatment.
The traffic of content, applications, or similar services on the Internet between end users is treated in the same way.
- Privacy and security of communications.
The inviolability of private communications of Mexfon end users is ensured; DPI/DFI techniques are not used for traffic monitoring.
- Traffic management based on data volume with a defined validity period.
Data traffic includes access to any content, application, or service on the Internet on non-discriminatory terms.
- Quality and Congestion Management.
The quality of mobility and home internet services is guaranteed, as Mexfon has a downstream transmission rate of at least 4 Mbps and an upstream transmission rate of at least 1 Mbps at the edge of outdoor coverage during peak hours.
Congestion management involves Altán adjusting the technical parameters of the Home Internet service, which may result in a speed reduction of up to 2.5 Mbps during peak hours and in congested areas. This applies in the event of a significant increase in traffic demand and/or the number of end users in a specific eNB/sector. It is used to preserve network operation and quality, ensuring the best possible experience for all Mexfon end users. The speed reduction applies to all data traffic, so failure to implement it could affect network operation and the quality of services offered.
- Blockade.
Data traffic blocking is not carried out on mobility and Home Internet services.
- Paid prioritization.
Paid prioritization service is not offered.
- Sponsored data.
The following sponsored data is offered through the internet access service:
Free access to the URL http://educacionconequidad.sep.gob.mx (with IP 168.255.101.55) for the Learn at Home program. This applies when the user is using the service in one of the designated cell nodes according to the areas requested by the government, from Monday to Friday, 8 AM to 4 PM, with a reduced speed of up to 300 kbps.

RECOMMENDATIONS TO MINIMIZE RISKS TO USER PRIVACY AND PRIVATE COMMUNICATIONS.
The following are some recommendations contained in the IFT report entitled PRIVACY OF USER INFORMATION IN THE USE OF DIGITAL SERVICES:
- Before subscribing to or using applications, terminal equipment, or services offered, compare them and assess how they protect your privacy and personal information to a greater or lesser extent.
- If you already subscribe to or use terminal equipment, social networks, operating systems, or digital services that enable online entertainment, transportation, and commerce services, use their privacy features and settings. Don't forget to visit the "settings" and "privacy" sections they offer.
- Read the Privacy Policies that each company requires you to accept before using their services, and also consult the terms and conditions.
- Identify what information you can and cannot provide before using any service or product. Find out who is responsible for using your information and with whom it is shared.
- Before performing activities such as: uploading photos and videos, liking other content, registering credit cards, among others, make sure you know how companies will handle this information.
- Use the privacy settings mechanisms to ensure that only the information you want is visible.
- Avoid providing more information than required.
- Make sure that you download applications and software from official app stores.
Avoid registering on unofficial or unknown websites that ask for your information.
